The panel button may say “transfer” for both .com and .tr. The procedures are not the same. A .com (and most gTLDs) moves in the ICANN/EPP world: Auth/EPP code, FOA approval, standard transfer window. A .tr name sits under TRABIS rules, identity/document checks, and a different approval chain. Pasting a gTLD EPP code into a .tr flow does nothing useful.
